Brazoria County administers the election for BCFWSD #1 under contract. Polling places, early voting information, and official results are published by Brazoria County Elections.

Candidate Eligibility – State Law

The following is a brief summary of the basic eligibility to serve as a director on the BCFWSD #1 Board, under Chapter 53, Texas Water Code, and the District’s local resolution.

Statutory Qualifications (Sec. 53.063)

Sec. 53.063.  SUPERVISOR'S QUALIFICATIONS.

(a)  Except as provided by Subsection (b), to be qualified for election as a supervisor:
    (1)  a person must be:
        (A)  a resident of this state;
        (B)  the owner of taxable property in the district; and
        (C)  at least 18 years of age; or
    (2)  a person must be a registered voter of the district.

(b)  To be qualified for election as a supervisor of a district located wholly or partly in Denton County,
     a person must be a registered voter of the district.

Local Supervisor Qualifications (Resolution No. 06282017A)

In addition to state law, BCFWSD #1 has adopted local qualifications for supervisors/directors. As of June 28, 2017, all board members—and all persons seeking appointment, election, or re-election—must:

• be current on all payments due to the District at the time of filing for a place on the ballot;
• not have had any past-due or delinquent payment history with the District in the 12 months prior to filing; and
• not have had non-payments (including shut-off or reconnect fees) in the 12 months prior to filing.

BCFWSD #1 Candidate Filing Deadlines

Deadline to File Candidate Application: February 13, 2026 at 5:00 PM

Deadline for Write-in Candidates: February 17, 2026 at 5:00 PM

Texas Secretary of State – May 2, 2026 Uniform Election Date (Limited)

• Deadline to Post Notice of Candidate Filing Deadline: Monday, December 2, 2025 for local political subdivisions that have a first day to file for their candidates
• First Day to Apply for Ballot by Mail: Wednesday, January 1, 2026*
• First Day to File for Place on General Election Ballot (Local Political Subdivisions Only): Wednesday, January 15, 2026
• Last Day to File for Place on General Election Ballot (Local Political Subdivisions Only): Friday, February 14, 2026 at 5:00 p.m.
• Last Day to Order General Election or Special Election on a Measure: Friday, March 7, 2026
• Last Day to Register to Vote: Thursday, April 2, 2026
• First Day of Early Voting by Personal Appearance: Monday, April 20, 2026
• Last Day to Apply for Ballot by Mail (Received, not Postmarked): Monday, April 20, 2026
• Last Day of Early Voting by Personal Appearance: Tuesday, April 28, 2026
• Election Day: Saturday, May 2, 2026
• Last Day to Receive Ballot by Mail: Saturday, May 2, 2026 at 7:00 p.m. (unless overseas deadline applies)

*Please note that the first day to apply for ballot by mail does not allow for applications to be submitted earlier than the 60th day before Election Day. The date listed is the first day you may submit your application.
